Spotted: Nicole Richie at the Environmental Media Awards in LA.She wore a sunny yellow, ruffle-neck mini dress by Keepsake with discreet cutouts on the sides.She really accented the dress and added edge to her feminine look via the smoky eyes, diamond cuffs by Neil Lane, a studded House of Harlow clutch and those ankle-strap Louboutins.I really love this entire look on her!  Nicole doesn't wear
